Yes I do know what you mean about these statistical listings with crime. There are some 'no go areas' in the most respectable decent countries and some perfectly safe areas in what are considered to be dangerous places.

All the advisers can do is condense the information available.

Having travelled a lot to some weird and wonderful places. The short answer is that rich places such as Monaco, there is no need for crime at because every one has a lovely home and plenty of money to pay for security. Poorer places where the people have no work of any kind and don't know if they will eat that day, have only rags for clothes and the police might even be corrupt. Lawlessness is likely to be rife. People will survive the best way they can.

The information from the foreign office is intended for visitors abroad NOT as a description of the local community. In some poor countries, there is a high dependence on tourism and these countries provide safe compounds for tourists to stay in. I wont name the countries I know of like this here but they are places where for example, you can not hire a car before you leave and you are advised to take organised trips from the tour operator or taxis from the hotel reception. Told to stay close to the hotel and the complex. Even so, locals do get in to the area but usually to pester the tourist to buy some thing from them.

The world can be very different in a lot of places and if a tourist whose appearance is physically different to that of the local people ventures out then they are taking a huge risk of becoming a victim of crime.
