Whats a good fogger machine?
For covering the floor of a small room with mist?
And do they all require fogger fluid, are there any good ones that work on tap water?

There are many different types of fog systems. Oil based (uncommon, often used as hazers in discos) and glycol based (fog fluid, very common). Both of these emit a hot smoke.
There are water based misting systems used in mega resorts or theme parks. Too expensive. And for small applications there are ultrasonic misters, commonly found in small decorative indoor fountains.
Then there's dry ice. This is frozen carbon dioxide and must be handled with gloves to prevent burns. Drop dry ice into a warm water bath and get instant low-lying fog.
For your application I'd suggest a glycol based fogger and a fog chiller. They made a combination fogger/chiller a couple years ago in which the hot fog is forced through a chamber of regular ice and chilled so it hugged the ground. I bought one and didn't think it very effective: it burned throught the ice too quickly. You can find instructions on how to build a chiller on the net and I've built several. The most effective I found was a garbage can with dryer hose wrapped inside and ice dumped in to all the crevices.
Inexpensive Glycol based foggers will be everywhere in a month or less: WalMart, KMart, Target, and seasonal Halloween stores like Spirit Superstore, Halloween Express or Halloween USA.
