no it is not it wont kill corals but help them grow, remember the srtonger the lights the better, but have a timer and keep it on for 10 hours a day, if you have it on long for like 14 hours it wont be good for your corals, you acctually want 3-7 watts of light per gallon so that should be just fine even a 400 watt metal halide will work great

Yes this is short circuit problem. first (OFF) every light or power outputs,which are connected to this circuit breaker, then ONE by ONE (ON) every light and systems. By this trick you can find when your circuit breaker is trip. repair that Appliances or circuit. Otherwise call electrician !!
