I want to make my own motion sensor alarm using a sensor off a motion light.?
Instaed of using a horn I want a voice alert to " Say Stand Back"" or something like that, kinda like the Viper system, what is needed to do this?
In my opinion, it will cost your more to build one that does this than to simply buy one which does this already. The problem is the cost of the voice components and developing an interface to connect the sensing part to the speaking part. I have a Lady Friend who is deaf. I built several devices which use lights of various colors to alert her to things happening around her, like her TTY getting a call, or her doorbell ringing, or a timer on the stove ringing when the time is up. In my case, it turned out much cheaper for me to build than to buy since the market is quite limited for visual cue devices, and as an electronics tech, I had a bunch of spare parts I had scavenged over time that I could put to use. In your case, you are probably going to be buying new rather than scavenging parts as I did, hence my thought it might be more expensive for you to build than to buy in your case.
