may i know... how can we use a piece of cloth and lighting effect to make a waterfall on stage?

we've prepared a piece of blue cloth for it, but i don't see how we can make it look like a waterfall so far.... do i need to paint it a bit?
i'm a total amateur, and my team's in a tight budget. we don't have any high-tech projector or expensive gobos. so... if anyone can teach me how to do it with basic lighting... please..!! ^^

Ok, When you put a cloth over the waterfall model, make sure it's not completely flat,it should be crinkled, wavy or a little bit folded. Then you can paint a few shades of white or light blue. GOOD LUCK!
(additional answer) Yes, like I said, you can try to paint it with colours that you normally see in a waterfall. i don't think you need a fan or gobo to make it wavy, just make the cloth itself wavy, or crinkled when you put it on the waterfall. HEY, WHY NOT TRY PUTTING UP TORCHLIGHTS BEHING THE WATERFALL?
